Disabled man found in Eau Claire store with ankles shackled together

Eau Claire (WQOW) - On 11/02/2009 at 6:45 P.M. Eau Claire Police were called to the Direct Store at 3426 Melby Street to check on an adult male who was walking around the store barefoot with a heavy chain wrapped around his ankles and pad locked together. The person was identified as a 21-year-old developmentally disabled Eau Claire man.

Further investigation revealed allegations that the man was frequently chained to a metal pole in the basement of the residence at 3318 Davey Street by family members. A search warrant was executed at 3318 Davey Street. A metal pole and other evidence were documented at the residence which supported the allegation. This investigation is continuing.

Two subjects were identified and arrested on charges of False Imprisonment. They are:

Mai Vang Xiong, 6/15/1952, 3318 Davey Street, Eau Claire and Song (NMI) Xiong, 3/28/1961, 3925 Meadowwood Drive, Eau Claire.

Mai Xiong and Song Xiong were both held in the Chippewa County jail on the felony charges. As the investigation continues additional charges may be filed by the Chippewa County District Attorney.
