Paul from Reedsburg asks: When it is going to rain, the weather forecaster may say we will pick-up 1" - 1 1/2" of rain because the radar shows a line of thunderstorms that will spread across the region for several days. But, some weather forecasters then say we have a 80 percent chance of rain. How can that be? Should it not be 100 percent?
