Lisa Waggoner-Roberts
Shannon Skaggs
Eau Claire County (WQOW) - Charges filed this week highlight the growing problem of huffing in western Wisconsin. Two women now face charges in separate incidents.
Eau Claire Police say Lisa Waggoner-Roberts was seen huffing from an aerosol can Monday, then lying on the ground next to a grocery store.
Two years ago, Waggoner-Roberts was arrested after rolling her car while huffing. Several weeks after that she was found in an Eau Claire motel room surrounded by 35 empty aerosol cans.
Also, charges were filed Wednesday against Shannon Skaggs. Witnesses say in August, the Eau Claire woman was huffing, then screaming and falling into various stages of consciousness.
Both women are charged with possessing a hazardous substance with intent to abuse it.
