(WQOW) - A bill that could have stopped dangerous
discipline of children has been stalled by a Minnesota congressman.
WQOW News 18 first told you about
this bill last week. A Nightline investigation found that kids with behavioral
problems or mental disabilities were being injured or killed because of
restraint methods.
A bill that would have enacted a federal standard on the use
of restraint and seclusion is now stalled.
Republican Representative Jon Kline, who chairs the house's education
committee, has frozen action on that proposal. The congressman believes state
and school leaders are the ones who should be in charge of those types of
policies.
At this point, no action has been scheduled for the proposal.
