Eau Claire man arrested for 5th OWI, fleeing officer


Lake Hallie (Press Release) - On Saturday, December 15, 2012 at 6:02 a.m. the Lake Hallie Police Department received a report of a car parked at the intersection of Business 53/124 and CTH-OO facing the wrong direction, in traffic.

The citizen caller reported that they thought the operator was sleeping. The car was parked in the south bound lane of traffic facing north at the intersection.

Prior to Officer Rathke arriving at the intersection, the suspect car made a right hand turn and started to head east on CTH-OO. 

The citizen caller followed the vehicle while the Officer attempted to catch up to the vehicle. As the Officer overtook the suspect car, it turned into a business driveway. The vehicle was followed into the driveway at 13167 CTH-OO and Officer Rathke then activated his emergency red and blue lights and siren. The suspect car made a wide circular turn around in the driveway and proceeded out of the parking lot, past the squad car and failing to stop.

The suspect vehicle headed in the east bound lane of CTH OO and appeared that it was going to continue eluding the officer.  After a short distance the vehicle then stopped abruptly causing the vehicle to rock back and forth.

The Officer had contact with the driver who reported that he had been "jumped at the gas station" in Lake Hallie.  The officer could see that the driver had an injury to his left eye and his face was swollen.

An ambulance was requested to the scene and transported the driver to St. Joseph's Hospital for treatment.

The officer confirmed that the driver was still in possession of his money and wallet. He also checked with all the gas stations in the village, and none report a fight or any disturbance taking place.

The driver was identified as Michael Semingson, 48, of Eau Claire by his Wisconsin driver's license.  He was arrested for Operating a Vehicle while Intoxicated 5th Offense, Fleeing an Officer and a probation warrant. A blood drawn was conducted at the hospital and he was then transported to the jail.
