Foster care agency owner claims being "grossly underpaid"


MIDDLETON (WKOW) -- The owners of a Middleton foster care agency have responded to charges they overcharged taxpayers by millions of dollars.

The Wisconsin State Journal reports the state Department of Children and Families is seeking to revoke the license of Community Care Resources, after a review accused the foster care agency of overcharging taxpayers $6.1 million between 2009 and 2011 to pay for inflated salaries, among other personal items.

The owner of Community Care Resources, Dan Simon, responded in the 27-page fiscal review of his agency. That review was released Monday to the State Journal, which reports Simon claims he and his wife were grossly underpaid and proposed to "upwardly adjust" their salaries.

Simon denies the allegations and is appealing the license revocation.

The state lists Simon as earning just more than $1 million in salary during the three-year period and his wife, Mary earning $382,047. The state alleges that's at least $531,000 too much for their positions.

But the State Journal reports that in his response, Simon says he and his wife's pay was "inordinately low" compared to other similar positions.
