Corrections official tried reaching mother before child's death

MADISON (WKOW) -- Authorities said a probation agent tried reaching a Madison mother for a required meeting hours before the woman's toddler daughter was killed in a freak accident on East Washington Avenue.

Department of Corrections spokesperson Jackie Guthrie told 27 News 31-year old Raya Hansen missed a required meeting with an agent Feb. 13. Authorities said Hansen was living in a motel. Guthrie said the meeting was a scheduled home visit, and part of Hansen's probation on a conviction of fraudulently obtaining a controlled substance.

Authorities said Hansen's one year old daughter was killed in the early morning hours of Feb. 14, when the wheelchair being used to transport the child rolled into East Washington Avenue and was hit by a van. Authorities said Hansen has maintained she momentarily tried to retrieve a lost item, at the time of the collision.

Guthrie said after the deadly accident, Hansen was found to have prescription drugs that were not her own. Guthrie said Hansen is in the Juneau County jail because the possession of the prescription drugs, and Hansen's failure to show up for the required meeting, are both violations of her probation rules. A Dane County warrant for Hansen's arrest was also issued last week in connection to a November 2012 burglary. Guthrie said if Hansen was released from the Juneau County jail, she would be taken into custody by Dane County authorities.

Madison police spokesperson Joel DeSpain told 27 News the child's death in the collision remains under investigation.
