UPDATE: DOA employee is one of 17 arrested in internet child sex sting

MADISON (WKOW) -- An internet child sex sting led to the arrest of 17 men statewide.

State agents arrested five of them in Madison, one of whom works for the State Department of Administration.

The Wisconsin Department of Justice led the sting, called "Operation Black Veil", as part of its Internet Crimes Against Children Task Force.

They started by posting and replying to personal ads on Craigslist.

"In this case we have people who are going online, deliberately soliciting children for sex," said Wisconsin Attorney General J.B. Van Hollen.

One of those people is 49 year-old Timothy Marking of DeForest, who holds a job worth more than $81,000 per year with DOA.

Marking is Superintendent of the Department of Health Services building at 1 West Wilson Street in downtown Madison.

A criminal complaint states that Marking responded to a Craigslist ad for "young girls looking for a good time."

He eventually set up to meet what he thought was a 14 year-old girl for a sexual encounter in a Menards parking lot in east Madison.

Instead, Marking met state law enforcement agents who confronted and arrested him.

"We do a very good job and our law enforcement is well trained on how to make these cases.  And frequently the case, almost always, the case is made before somebody even shows up.  That's just a nice, last thing to add to it," said Van Hollen.

Marking was not at work Monday, but a DOA Spokesperson would not comment on his employment status, saying the agency does not discuss specific personnel matters.

But Marking isn't alone.  Another man facing charges is 18 year-old Tim Belz of Sun Prairie, who appeared in court Monday afternoon on charges of using a computer to facilitate a child sex crime and solicitation of prostitution.

"We know that as the risk goes down the activity goes up.  We're trying to show the general public the risk is going up...and if you're a pedophile and you're going to try and buy a child for sex or abuse a child in any way, you've got a great risk in getting caught cuz we're coming after you," said Van Hollen.

The other suspects arrested in the Madison area are listed below: 

Charles Zimmerman, age 36, was arrested in Madison last Tuesday and charged with Trafficking of a Child.

Marc S. Marion, age 54, was arrested in Madison last Wednesday and charged with Use of a Computer to Facilitate a Child Sex Crime.

Jeremy W. Stegall, age 29, was arrested in Madison last Wednesday and charged with Use of a Computer to Facilitate a Child Sex Crime.

MADISON (WKOW) -- Attorney General J.B. Van Hollen, along with the sheriffs in Brown and Door counties announced on Monday the results of a police investigation into child exploitation.

Van Hollen says beginning Tuesday, March 12, through Thursday, March 14, investigators from Brown and Door counties teamed with special agents from the Department of Justice Division of Criminal Investigation(DCI) in a large-scale Internet Crimes Against Children (ICAC) Operation. 

The sting, which authorities dubbed Operation Black Veil, focused on the exploitation of children through the use of online personal advertisements and specifically targeted online predators who solicit children for the purpose of engaging in sexually explicit conduct. 

Madison Police, and the Dane County and Outagamie County sheriff's offices helped in the operation, which led to the arrest of the 17 suspects.

The suspects arrested in the Madison are listed below: 

Charles Zimmerman, age 36, was arrested in Madison last Tuesday and charged with Trafficking of a Child.
 
Timothy M. Marking, age 49, was arrested in Madison last Tuesday and charged with Trafficking of a Child and Child Enticement.

Marc S. Marion, age 54, was arrested in Madison last Wednesday and charged with Use of a Computer to Facilitate a Child Sex Crime.

Jeremy W. Stegall, age 29, was arrested in Madison last Wednesday and charged with Use of a Computer to Facilitate a Child Sex Crime.

Douglas Crueger, age 44, was arrested in Madison last Wednesday and tentatively charged with Solicitation of a Prostitute.

Timothy J. Belz, age 18, was arrested in Madison last Thursday and tentatively charged with Use of a Computer to Facilitate a Child Sex Crime and Solicitation of a Prostitute.

The Department of Justice says it's still investigating other individuals identified as a result of the operation.
