Lake Hallie man arrested for suspected driving while on illegal drugs

Lake Hallie (Press Release) - On Sunday, March 31, 2013, at about 12:50 p.m., the Village of Lake Hallie Police Department responded to the Wal-mart Parking Lot, 2786 Commercial Boulevard, to investigate a Hit and Run accident involving two motor vehicles.

A driver reported operating her motor vehicle west bound in the Wal-mart Parking Lot when a white in color GMC Jimmy passed her vehicle on the left and sideswiped the driver's side front quarter panel and bumper of the vehicle.  It was reported that the offending vehicle did not stop after sideswiping her vehicle.

A witness reported that the GMC Jimmy was observed to return to the accident scene several times before police arrived. The striking vehicle was not at the accident location when police arrived. The Chippewa County Communications Center informed officers that the striking driver had contacted them multiple times and stated he would return to the scene. 

After police were on scene the striking driver returned to the accident location. He was identified as Troy L. Dwyer, 28, of Lake Hallie. Mr. Dwyer admitted to officers to using illegal drugs prior to the accident. He was arrested and charged with the following violations.   

  1. Operating with a Detectable Amount of Restricted Substance – 346.63 (1) (am)
  2. Displaying Unauthorized Registration Plates – 341.61 (2)
  3. Hit and Run (Property Damage Only) – 346.67 (1)
  4. Operating a Motor Vehicle without Insurance – 344.62 (1)
  5. Operating After Revocation (3rd Offense) – 343.44 (1) (b)

There were no reported injuries in this accident. The suspect driver was taken to the hospital for treatment.
