South Barstow project details are being finalized before bid


Eau Claire (WQOW) - The Barstow Street project is approaching the final steps before the city signs a bid over to a construction company.

But before the deadline businesses and property owners along the street have a couple weeks to finalize the details.

"Even though we're near the end, that there still were some questions that property owners wanted answered so we just had to take a couple more weeks and answer those," says City Council President Kerry Kincaid.

Which allows the South Barstow Business Improvement District to gather property owner input and make recommendations to the city council.

"We're going to look at such things as the lights and the irrigation system and the sound system for South Barstow.  As well as some of the property owner's concerns about some of the project," says district member Mike Carlson.

At the forefront of concerns are parklets and some owners want to see these concrete extensions of the sidewalk adorned with trees rather than benches, so everyone is not on the same page.

"It's their building and they own it and they'd love to be able to utilize what's in front of their building," says Carlson.

Especially when the chunk of funding the project comes out of their pockets.

"The streetscape is a small part of this $1.7 million project," says Kincaid.

"I think the city council is looking on some guidance from us to say, 'Here's what we looked at and are moving forward with'," says Carlson.

All before that impending deadline to sign a bid.

"On May 14th at our next council meeting, we have 30 days still to make changes to that contract," says Kincaid.

Details the improvement district can finalize during construction.

"Things like the brick colors and so on because that's within the scope of the project already.  The bid is in it, it's just those fine details," says Carlson.

Details that have been in the works since 2010 and are now months away from coming to fruition.

"I think when this is all completed in the fall this will be a, our downtown will be a crown gem," says Carlson.

The streetscape budget for the project totals around $300,000 and the improvement district has already approved a sound system and irrigation for green spaces to advise the city council.
