Man arrested in Beloit fatal hit and run

BELOIT (WKOW) -- One of the men police are seeking in connection with a fatal hit and run in Beloit, has turned himself in.

Authorities say Jonquayl Bell went to the Beloit Police Department shortly before 5:00 p.m. on Wednesday.  He was accompanied by an attorney, invoked his Miranda rights and was arrested for homicide by negligent use of a motor vehicle.

Police say Bell was driving the car that hit and killed 21-year-old Cassondra Sympson at Yates and Copeland Avenues on Sunday.

"The victim and her family were in the wrong place at the wrong time. These two individuals for whatever reason, were driving recklessly through the neighborhood and crashed into them. It could have been anyone of us," Beloit Police Captain Vince Sciame says.

Bell is now in custody at the Rock County Jail. Police say his is not answering questions. 

Investigators say they would still like to interview Chatavier Bell-Johnson, the passenger.  However, there are no pending charges for him related to the accident.
