Teen who victimized women before charged in two Mall crimes

MADISON (WKOW) -- A Madison teenager who was responsible for victimizing women at a Madison mall two years ago was charged Friday with two crimes, including an attempted armed robbery in a mall bathroom.

Dane County Court Commissioner Jason Hanson set 17-year old Maurice Neal's bail at $20,000 and banned him from West Towne Mall.

A criminal complaint states Neal slipped into a mall, bathroom stall occupied by a Mount Horeb woman last week, put a gun to her head and demanded money.

The complaint states the woman resisted the robbery attempt, even after Neal ordered, " 'Turn around, or I'll shoot you.' "

Records state Neal abandoned the robbery attempt. The complaint states Neal later told authorities his weapon was a B-B gun.

Authorities also say Neal peered under an occupied, mall bathroom stall Monday, with a woman's purse hanging on a hook, but ran away after a woman screamed. Neal has been charged with attempted theft.

As 27 News first reported, Neal is also responsible for a theft, and an attempted sexual assault in West Towne Mall bathrooms in 2011.

Victim Jaclyn Tepper told 27 News Thursday she feared Neal would rape her, as held a knife to her neck, but was able to get away.

Tepper told 27 News she expressed disappointment to authorities when a proposed waiver of the then-sixteen year old Neal from juvenile court jurisdiction to adult court was scuttled, in favor of placing Neal in a secure, juvenile facility for a period of time.

In the criminal complaint against Neal, authorities say the teen referenced having been housed at the state's Lincoln Hills juvenile facility. The complaint also states Neal told investigators he has "urges" and has been trying to fight them off.
