Insurance final hurdle for Snuggle House


MADISON (WKOW) -- A Madison city official tells 27 News the owner of a proposed business to offer therapeutic touch at $60 an hour must obtain business insurance, or his venture will not open.

Assistant city attorney Jennifer Zilavy says the operator of The Snuggle House must secure the insurance in order for officials to issue an occupancy permit to business owner Matthew Hurtado.

Zilavy says Hurtado has had difficulty securing the insurance.

But Hurtado's attorney, Timothy Casper says he's working with an insurance agent and broker, and remains confident a policy will be in place. "Insuring a unique business takes time," Casper tells 27 News.

Hurtado and Snuggle House staff say their concept is similar to a business in Rochester, New York, where snugglers cuddle on beds with customers. Zilavy has expressed concerns the touching could escalate into something illegal, but Snuggle House staff members say customers sign contracts with language on boundaries, and surveillance cameras will monitor staff-customer interactions.

The advertised opening of The Snuggle House on East Main Street was delayed last week over city concerns.
