The goal is an 80% reduction in paper and plastic bag use over five years. The plan includes four phases.
The first phase would last no more than a year. Program details would be ironed out, and a new committee would seek grants to pay for the program.
The education phase would be a partnership with retailers. Shoppers could be offered a small credit if they have a reusable bag. If the program fails to work, the committee suggests charging for paper or plastic as a last resort. The committee's recommendations will be presented to the city council later this month. The council will then vote on the plan.
