Wis. mom charged with neglect after children found living in "uninhabitable" home

Dodge Co. (WQOW) - A mother is charged with neglect after deputies removed children from a home they call uninhabitable.

Secoy Koch-Miller, 25, of Burnett is charged with neglect resulting in harm. According to the Action Reporter Media, a criminal complaint says she was living with her mother, her newborn, and a 2-year-old son in a home with deplorable conditions. Medical reports say the toddler was underweight, covered in bug bites, had a bruised eye and spiders in his hair.

The complaint says the baby had a respiratory illness, but otherwise seemed to be doing all right.

Dodge County Sheriff's deputies and human services workers who went to the house say they found animal feces and urine, rotting food, maggots in the refrigerator and clogged toilets. The complaint says clutter throughout the home prevented authorities from being able to open doors.

Action Reporter Media says the children are now in foster care.
