Heating moratorium ends for thousands of customers behind on utility bills

Eau Claire (WQOW) - Thousands of Xcel Energy customers who have not paid their energy bill over winter will soon face disconnection of their utilities.

Today marks the end of the Wisconsin's heating moratorium for customers who are behind on their gas or electric bills. The law prohibits utilities from shutting off a customer's service between November 1st and April 15th. Xcel said the number of customers who are behind on their bills is about 35,000. That's about the same as last year's. But the amount they owe, around $13 million, is up about 15%.

Liz Wolf Green, a spokeswoman for Xcel Energy, said, "The Wisconsin moratorium expires today. So, we're encouraging our customers to contact us immediately to set up paying arrangements. So, starting tomorrow, they will start looking closer at customers who are significantly behind on paying their bills, months behind on paying their bills."

Those are the first customers to face disconnection of service. Xcel said it has contacted customers leading up to today's deadline.
