Milwaukee-based group challenges Confluence Project

Eau Claire (WQOW) -    Eau Claire's Confluence Project is being challenged again-- this time by a Milwaukee-based public policy group.   The Wisconsin Institute For Law and Liberty --or "WILL"--filed a notice with the city of  Eau Claire today claiming the way the city approved tax-increment financing districts for the confluence project is illegal.  

   WILL attorney Mike Fischer says under Wisconsin law, the city has 120 days to respond to the claim.  If they don't, the institute can file a lawsuit to stop the project. But Fischer says if the city takes any further action to push the project along, such as passing a resolution to appropriate funds for the TIFs or issuing TIF bonds, his group will consider that a rejection of WILL's claim.  And that, he says, would allow them to file the lawsuit sooner.
