Wisconsin DOT Weekly Northwest Region Construction Update

The Wisconsin Department of Transportation (WisDOT) is providing a weekly update on construction projects in the northwest region, which includes the counties of Ashland, Barron, Bayfield, Buffalo, Burnett, Chippewa, Clark, Douglas, Dunn, Eau Claire, Jackson, Pepin, Pierce, Polk, Rusk, Sawyer, St. Croix, Taylor, Trempealeau and Washburn counties.

Construction related traffic impacts are subject to change and dependent on favorable weather patterns.

REGION

Highway:  I-94, WIS 29, WIS 35

Location: St. Croix County, Dunn County, Eau Claire County, Chippewa County

Schedule: May 15 – October 31, 2017

Cost: $3.4 Million      

Description: Region wide median cable guard installation.

Traffic Impacts: 

  • Motorists can expect single lane closures both WB and EB on I-94 at night only.  Daytime work will commence under shoulder closures (all lanes open).
  • Motorists can expect single lane closures on WIS 35.

Highway: US 12, WIS 93

Location: Eau Claire County, Dunn County, Chippewa County

Schedule: May 31 – September 15, 2017

Cost: $1.4 Million

Description: Region wide crackfill project

Traffic Impacts:

  • US 12 – Eau Claire County (CTH D – E Jct. CTH M)
    • There will be temporary lane closures for the duration of the project, but we will always maintain 2-way traffic with flagging operations. Flagging operations are only allowed during daytime hours. (5/31/17 to 6/23/17).
  • WIS 37 – Buffalo County (North County Line – WIS 88)
    • There will be temporary lane closures for the duration of the project. Motorists can expect to encounter flagging operations during daytime hours. 

Highway:  US 10, WIS 73, US 53, US 63, WIS 35

Location: Clark, Pierce, Pepin, Trempealeau County

Schedule: June 5 – August 2017

Cost: $2.1 Million      

Description: Region wide seal coat, pavement marking and sign replacement

Traffic Impacts: 

  • Motorists can expect single lane closures.

Ashland County

Highway: WIS 13

Location: Ashland, Golf Course Rd. to Butterworth Rd.

Schedule: May 15 – October 31, 2017

Cost: $5 Million

Description: This project includes rehabilitation and repair on WIS 13, including asphalt surface repairs and culvert repairs. 

Traffic impacts:

  • Motorists can expect single lane closures with a flagging operation.

Barron County

Highway: US 8

Location: Turtle Lake

Schedule: May – October 2017

Cost: $4.1 Million

Description: This project includes installation of a roundabout at the US63 and County Highway K intersection.

Traffic impacts:

  • Motorists can expect reduced speeds from 35 to 25 mph and single lane closures.

Bayfield County

Highway: WIS 13

Location: Superior Avenue to 7th Street, Washburn – Bayfield

Schedule: April 17 – June 30, 2017

Cost: $1.7 Million

Description: This project includes the replacement of 18 culverts throughout a 10 mile stretch of WIS 13. 

Traffic impacts:

  • During construction, a short term detour will be required to replace deep culverts on WIS 13 between Bayfield County Highway J and 7th Street.
  • The detour will be limited from Monday 6 a.m. to Friday noon and will be in effect Monday, June 5 through Friday, June 23. Cars will be detoured via County Highway J and County Highway I/ Washington Avenue. Trucks will be detoured via County Highway J.
  • WIS 13 will remain open to two-way traffic during night time and weekend hours.

Chippewa County

Highway: WIS 124

Location: Bridge Street, Chippewa Falls

Schedule: April – September 2017

Cost: $ 2.3 Million

Description: Improvements include removing deteriorated concrete pavement, resurfacing the Summit Avenue intersection with an asphaltic surface, bridge deck repairs and a polymer overlay. The project will also include improvements to curb and gutter, beam guard, signing and pavement marking. 

Traffic Impact: 

  • Motorists can expect to encounter lane shifts and single lane closures throughout the project. Speeds will be reduced from 35 to 25 MPH.
  • Pedestrian access will be maintained through a sidewalk detour throughout construction. Pedestrians will be directed to utilize River Street, Main Street, and Park Avenue as an alternate route.
  • NB bridge and on-ramp closed to traffic. Two way traffic on SB bridge.

Clark County

Highway: WIS 29

Location: Boyd - Abbotsford

Schedule: April to October 2017

Cost: $6.8 million  

Description: Crews will be removing concrete pavement cracking and fatigue locations replacing them with new concrete slabs. Crews will also mill and overlay the eastbound and westbound shoulders on WIS 29 along with replacing bridge wingwalls on three bridges throughout the project limits.

Traffic impacts:

  • Motorists can expect to encounter single lane closures.
  • Speed reductions from 65 MPH to 55 MPH within construction zones.
  • Crews will be working in the inside lane on both west and eastbound lanes.      

Highway: WIS 29

Location: Chippewa Falls – Cadott (Stillson Creek to 320th Street)

Schedule: April to October 2017

Cost: $22 Million

Description: Crews will perform concrete pavement replacement and repair on the existing concrete pavement of WIS 29. After concrete pavement replacement and repair has been completed, they will place HMA & SMA overlays. The interchanges at County X, WIS 27 and County D will also be repaired and resurfaced.

Traffic impacts:

  • Motorists can expect to encounter one lane in each direction on WIS 29 between Stillson Creek and 330th Street.
  • The speed limit will be reduced from 70mph to 60mph from Stillson Creek to WIS 27.
  • The speed limit will be reduced from 65mph to 55mph from WIS 27 to 330th Street.

Highway: WIS 98

Location: City of Loyal, South and Main Streets, Helm Street to Elm Drive

Schedule: April - November 2017

Cost: $5.1 Million

Description: Reconstruction of WIS 98 including water, sanitary sewer, storm sewer, concrete pavement, and decorative street lights.

Traffic impacts:

  • WIS 98 is closed at the Elm Drive intersection. Main Street is closed from South Street to Elm Drive. Traffic will be detoured via County K, County H, and County Y

Highway: WIS 13

Location: Dorchester

Schedule: June – September 2017

Cost: $3.2 Million

Description: Widen and add turn lanes and traffic signals at WIS 13/ County A intersection.

Traffic impacts:

  • Motorists can expect single lane closures and a reduction in speed from 55 to 45 mph.

Douglas County

Highway: US 2                                                                                                

Location: Belknap Street, City of Superior; Banks Avenue to Hill Avenue  

Schedule: March 16, 2017 to November 14, 2017 and 2018 Construction Season

Cost: $23 Million

Description: US 2 (Belknap Street) will be reconstructed from Banks Avenue to Hill Avenue over two constructions seasons. Work scheduled for 2017 includes the east and west ends of the project from Banks Avenue to John Avenue and Birch Avenue to Hill Avenue respectively. The center section from John Avenue to Birch Avenue will be reconstructed in 2018.

Traffic impacts: Motorists can expect to encounter single lane closures and lane shifts as the project progresses.

  • 6 Day Belknap Shutdown – Catlin Avenue to Hill Avenue
  • Belknap will be shut down from 6:00 am Saturday 6/24/17 until 6:00 am Friday 6/30/17 to complete water main and storm sewer installations.
  • Catlin Avenue will remain open during this closure.
  • Hill Avenue will remain open until 6/28/17. At this time, traffic should utilize Elm Avenue.

Access to all businesses will be maintained during the shutdown.

  • There will be a three day notice for any interruption to water service.
  • Fourth of July Holiday Weekend
  • The contractor will not be working on the project from noon on Friday 6/30/17 until 6:00 am 7/5/17.

Project Detour

There is a signed truck detour utilizing the City of Superior Truck Route. There is also an alternative detour route signed for other traffic to bypass the project. 

Eau Claire County

Highway: WIS 27

Location: Augusta, Bridge Creek Bridge

Schedule: April 5 - September 15, 2017

Cost: $1.2 Million

Description: This project includes bridge removal and replacement over Bridge Creek in the city of Augusta.

Traffic impacts: Motorists can expect to encounter shoulder closures and flagging operations.

Highway: US 12

Location: Clairemont Avenue, Eau Claire, WIS 312 to Craig Road

Schedule: May 1 - October 1, 2017

Cost: $3.3 Million

Description:  Work on this project consists of concrete repair, turn lane repair and replacement, curb and gutter, milling, paving asphalt, beam guard, signing, and pavement marking.

Traffic impacts:

  • Currently the outside lane in each direction of US 12 is closed on from Craig Road to Vine Street. While the closure is up, the double left turn lanes at Craig Road will remain open. Two lanes are open during Stage 2 during daytime hours. This closure will stay up through August.
  • Night time closures from 8:00 PM to 6:30 AM are scheduled Monday -Friday nights from Craig Road to WIS 312. The speed limit will be reduced to 35 mph while the night time closures are up.  Night closures will only be set when work is being performed. During night time closures, there will only be one lane open in each direction.  
  • The Eaux Claires Music Festival will be June 16 – 17. During this time, there will be no work at Menomonie Street or Cameron Street. All 3 lanes of EB US 12 will also remain open from Menomonie Street to Craig Road during this time.

Highway: US 53

Location: I-94 to Golf Road, city of Eau Claire

Schedule: June 5 – September 22, 2017

Cost: $3 Million

Description: This project includes removing asphaltic surface, concrete pavement repair, beam guard installation, sidewalk improvements, erosion control, pavement marking, installation of permanent signing, traffic signals and ramp gates.

Traffic impacts: Motorists can expect to encounter single lane closures both northbound and southbound during off peak hours.

Jackson County

Highway: WIS 54

Location: Melrose to Black River Falls

Schedule: May 10 – September 30, 2017

Cost: $4.7 Million

Description: Asphalt overlay of WIS 54 with bridge rehabilitation on two structures including one asphalt overlay and one concrete masonry overlay. Project also includes widening of existing roadway within the Black River Falls City limits to accommodate a two way left turn lane.

Traffic impacts:

  • Motorists can expect to encounter daily single lane closures utilizing a flagging operation.
  • The work to be done on the structures will require temporary signals and single lane closures.
  • During the rehabilitation of Trout Run Creek Bridge, John Deere Road will be closed to access on WIS 54 due to the close proximity to the structure and the temporary signal setup.

Pierce County

Highway: WIS 128

Location: Elmwood, WIS 72 to WIS 29

Schedule: April 10 - July 26, 2017

Cost: $2.5 Million

Description: The project will recondition a 7 mile segment of WIS 128. Work includes replacing and rehabilitating existing culvert pipes, widening shoulders, asphalt resurfacing, replacement and enhancement of existing permanent signs, and new pavement markings.

Traffic impacts:

  • Detour Route: WIS 29 West to County Highway CC South to County G East to WIS 72 East.
  • Local traffic will have access to their properties from one side or the other dependent on the individual construction operations in process.
  • Roadway will Remain Closed until the end of the day Saturday June 24 to install beam guard from Elmwood to County B.

Polk County

Highway: WIS 65

Location: Town of Garfield; 40th Avenue to Kennedy Mill Intersection

Schedule: May 15 – August 31, 2017

Cost: $1.3 Million

Description: The WIS 65/ Kennedy Mill intersection will be modified to reduce speeds, allow for better sight distance and enhance safety. Reconstruction of the WIS 65 segment around Mansen Lake will include realignment and widening of the roadway to increase safety. Both sections on WIS 65 have higher than average crash rates.

Traffic impacts:

  • WIS 65 is closed to through traffic between Random Road and County Highway K.
  • WIS 65 will be detoured via WIS 64, WIS 46, and US 8.

St. Croix County

Highway: I-94

Location: WIS 128 interchange east of Baldwin

Schedule: April 3 – November 2017

Cost: $6.4 Million

Description: Build a new bridge west of the existing bridge, reconstruct WIS 128 from 50th Avenue to 56th Avenue including roundabouts at the new interchange ramps, and build a new service road connecting to the north end of the Kwik Trip parking lot.

Traffic impacts:

  • WIS 128 will be open to through traffic throughout project duration
  • Expect flagging operations periodically throughout project duration along WIS 128
  • Expect single lane closures periodically throughout project duration along I-94 in each direction with a speed reduction of 60 MPH
  • EB
    • Monday, June 12 from 12:00 a.m. – 9:00 a.m.
    • Tuesday, June 13 from 12:00 a.m. – 2:00 p.m.
    • Wednesday, June 14 from 12:00 a.m. – 2:00 p.m.
  • WB
    • Monday, June 12 from 12:00 a.m. – 1:00 p.m.
    • Tuesday, June 13 from 12:00 a.m. – 3:00 p.m.
    • Wednesday, June 14 from 12:00 a.m. – 3:00 p.m.

Highway: I-94

Location: Highland Avenue Bridge, 140th Street, Roberts

Schedule: April to October 2017

Cost: $1.5 million

Description: This project is replacing the Highland Avenue, 140th Street bridge over top of I-94, with a new bridge.

Traffic impacts:

  • Highland Avenue, 140th Street, is closed and will remain closed until October 1, 2017.
  • Periodic EB inside lane closures to move equipment. 

Highway: WIS 35/64

Location: Stillwater – Somerset, St Croix River to 150th Avenue

Schedule: May to November 2017

Cost: $6.1 million

Description: Realigning WIS 64 to approach St. Croix Crossing

Traffic impacts: Traffic impacts remain the same as through the winter shutdown. WIS 35 and WIS 64 is bi-directional utilizing 2 crossovers. The speed limit remains 55 MPH in this area.

NOTE: There is no stopping, standing, or parking on the Highway 35 overpass bridge. Although this provides a great view of the new river crossing, accidents can be caused by people slowing down, stopping, or getting out of their cars to look from this point. Please remember to view the new bridge safely!

Traffic impacts:

  • Currently the inside lane on WB US 12 is closed on from Craig Road to Cameron Street. This closure will stay up Thursday Morning June 8th. While the closure is up, the double left turn lanes at Craig Road heading to WB US 12 will remain open. WB US 12 will be switched to Stage 2 by Thursday morning. During Stage 2, the outside lane will be closed from Craig Road to Vine St. 
  • The outside lane on EB US 12 was closed from Vine Street to Craig Road. This closure will stay up through August.
  • Night time closures from 8:00 PM to 6:30 AM are scheduled Monday - Friday nights from Craig Road to WIS 312. The speed limit will be reduced to 35 mph while the night time closures are up. Night closures will only be set when work is being performed. During night time closures, there only be one lane open in each direction.  
  • The Moholt DR Intersection is scheduled to be closed Friday June 9 at 8:00 PM until Monday June 12 at 6:30 AM.  While the intersection is closed, the passing lane in each direction will also be closed from 8 PM to 6:30 AM. The speed limit on US 12 will be reduced to 35 mph at this time. When Moholt Dr is closed, all left turn and cross traffic movement will be prohibited. The intersection will function as right in and right out only. 
  • The Blue Ox Music Festival will be June 8 – 10. During this time, there will be no work at Menomonie Street or Cameron Street. All 3 lanes of EB US 12 will also remain open from Menomonie Street to Craig Road during this time.

Highway: US 53

Location: I-94 to Golf Road, city of Eau Claire

Schedule: June 5 – September 22, 2017

Description: Asphalt overlay of WIS 54 with bridge rehabilitation on two structures including one asphalt overlay and one concrete masonry overlay. Project also includes widening of existing roadway within the Black River Falls City limits to accommodate a two way left turn lane.

Traffic impacts:

  • Motorists can expect to encounter daily single lane closures utilizing a flagging operation.
  • The work to be done on the structures will require temporary signals and single lane closures.
  • During the rehabilitation of Trout Run Creek Bridge, John Deere Road will be closed to access on WIS 54 due to the close proximity to the structure and the temporary signal setup.

Pierce County

Highway: WIS 128

Location: Elmwood, WIS 72 to WIS 29

Schedule: April 10 - July 26, 2017

Cost: $2.5 Million

Description: The project will recondition a 7 mile segment of WIS 128. Work includes replacing and rehabilitating existing culvert pipes, widening shoulders, asphalt resurfacing, replacement and enhancement of existing permanent signs, and new pavement markings.

Traffic impacts:

  • Detour Route: WIS 29 West to County Highway CC South to County G East to WIS 72 East.
  • Local traffic will have access to their properties from one side or the other dependent on the individual construction operations in process.
  • Roadway will be impassable approximately 1.25 miles north of Elmwood to 1.95 miles south of County Highway B, to install large culvert pipe.

Polk County

Highway: WIS 65

Location: Town of Garfield; 40th Avenue to Kennedy Mill Intersection

Schedule: May 15 – August 31, 2017

Cost: $1.3 Million

Description: The WIS 65/ Kennedy Mill intersection will be modified to reduce speeds, allow for better sight distance and enhance safety. Reconstruction of the WIS 65 segment around Mansen Lake will include realignment and widening of the roadway to increase safety. Both sections on WIS 65 have higher than average crash rates.

Traffic impacts:

  • WIS 65 is closed to through traffic between Random Road and County Highway K.
  • WIS 65 will be detoured via WIS 64, WIS 46, and US 8.

St. Croix County

Highway: I-94

Location: WIS 128 interchange east of Baldwin

Schedule: April 3 – November 2017

Cost: $6.4 Million

Description: Build a new bridge west of the existing bridge, reconstruct WIS 128 from 50th Avenue to 56th Avenue including roundabouts at the new interchange ramps, and build a new service road connecting to the north end of the Kwik Trip parking lot.

Traffic impacts:

  • WIS 128 will be open to through traffic throughout project duration
  • Expect flagging operations periodically throughout project duration along WIS 128
  • Expect single lane closures periodically throughout project duration along I-94 in each direction with a speed reduction of 60 MPH

Description: This project is replacing the Highland Avenue, 140th Street bridge over top of I-94, with a new bridge.

Traffic impacts:

  • Highland Avenue, 140th Street, is closed and will remain closed until October 1, 2017.
  • Periodic EB inside lane closures to pour concrete in the pier. 

Highway: WIS 35/64

Location: Stillwater – Somerset, St Croix River to 150th Avenue

Schedule: May to November 2017

Cost: $6.1 million

Description: Realigning WIS 64 to approach St. Croix Crossing

Traffic impacts: Traffic impacts remain the same as through the winter shutdown. WIS 35 and WIS 64 is bi-directional utilizing 2 crossovers. The speed limit remains 55 MPH in this area.

NOTE: There is no stopping, standing, or parking on the Highway 35 overpass bridge. Although this provides a great view of the new river crossing, accidents can be caused by people slowing down, stopping, or getting out of their cars to look from this point. Please remember to view the new bridge safely!

The Wisconsin Department of Transportation (WisDOT) is providing a weekly update on construction projects in the northwest region, which includes the counties of Ashland, Barron, Bayfield, Buffalo, Burnett, Chippewa, Clark, Douglas, Dunn, Eau Claire, Jackson, Pepin, Pierce, Polk, Rusk, Sawyer, St. Croix, Taylor, Trempealeau and Washburn counties.

Construction related traffic impacts are subject to change and dependent on favorable weather patterns.

REGION

Highway:  I-94, WIS 29, WIS 35

Location: St. Croix County, Dunn County, Eau Claire County, Chippewa County

Schedule: May 15 – October 31, 2017

Cost: $3.4 Million      

Description: Region wide median cable guard installation.

Traffic Impacts: 

  • Motorists can expect single lane closures both WB and EB on I-94 at night only.  Daytime work will commence under shoulder closures (all lanes open).

Highway: US 12, WIS 93

Location: Eau Claire County, Dunn County, Chippewa County

Schedule: May 31 – September 15, 2017

Description: Region wide crackfill project

Traffic Impacts:

  • US 12 – Eau Claire County (CTH D – E Jct. CTH M)
    • There will be temporary lane closures for the duration of the project, but we will always maintain 2-way traffic with flagging operations. Flagging operations are only allowed during daytime hours. (5/31/17 to 6/23/17).
  • US 12 – Dunn, Chippewa & Eau Claire Counties (Princeton Dr. – STH 312)

Ashland County

Highway: WIS 13

Location: Ashland, Golf Course Rd. to Butterworth Rd.

Schedule: May 15 – October 31, 2017

Cost: $5 Million

Description: This project includes rehabilitation and repair on WIS 13, including asphalt surface repairs and culvert repairs. 

Traffic impacts:

Motorists can expect single lane closures with a flagging operation.

Barron County

Highway: US 8

Location: Turtle Lake

Schedule: May – October 2017

Cost: $4.1 Million

Description: This project includes installation of a roundabout at the US63 and County Highway K intersection.

Traffic impacts:

Motorists can expect reduced speeds from 35 to 25 mph. Single lane closures will begin as early as the week of June 5.

Bayfield County

Highway: WIS 13

Location: Superior Avenue to 7th Street, Washburn – Bayfield

Schedule: April 17 – June 30, 2017

Cost: $1.7 Million

Description: This project includes the replacement of 18 culverts throughout a 10 mile stretch of WIS 13. 

Traffic impacts:

During construction, a short term detour will be required to replace deep culverts on WIS 13 between Bayfield County Highway J and 7th Street.

The detour will be limited from Monday 6 a.m. to Friday noon and will be in effect Monday, June 5 through Friday, June 23. Cars will be detoured via County Highway J and County Highway I/ Washington Avenue. Trucks will be detoured via County Highway J.

WIS 13 will remain open to two-way traffic during night time and weekend hours.

Chippewa County

Highway: WIS 124

Location: Bridge Street, Chippewa Falls

Schedule: April – September 2017

Cost: $ 2.3 Million

Description: Improvements include removing deteriorated concrete pavement, resurfacing the Summit Avenue intersection with an asphaltic surface, bridge deck repairs and a polymer overlay. The project will also include improvements to curb and gutter, beam guard, signing and pavement marking. 

Traffic Impact: 

Motorists can expect to encounter lane shifts and single lane closures throughout the project. Speeds will be reduced from 35 to 25 MPH.

Pedestrian access will be maintained through a sidewalk detour throughout construction. Pedestrians will be directed to utilize River Street, Main Street, and Park Avenue as an alternate route.

Starting June 9 SB bridge and off ramp will be closed. Two way traffic on NB bridge. Speed limit reduced from 35 MPH to 25 MPH.

Clark County

Highway: WIS 29

Location: Boyd - Abbotsford

Schedule: April to October 2017

Cost: $6.8 million  

Description: Crews will be removing concrete pavement cracking and fatigue locations replacing them with new concrete slabs. Crews will also mill and overlay the eastbound and westbound shoulders on WIS 29 along with replacing bridge wingwalls on three bridges throughout the project limits.

Traffic impacts:

Motorists can expect to encounter single lane closures.

Speed reductions from 65 MPH to 55 MPH within construction zones.

Crews will be working in the inside lane on both west and eastbound lanes.      

Highway: WIS 29

Location: Chippewa Falls – Cadott (Stillson Creek to 320th Street)

Schedule: April to October 2017

Cost: $22 Million

Description: Crews will perform concrete pavement replacement and repair on the existing concrete pavement of WIS 29. After concrete pavement replacement and repair has been completed, they will place HMA & SMA overlays. The interchanges at County X, WIS 27 and County D will also be repaired and resurfaced.

Traffic impacts:

Motorists can expect to encounter one lane in each direction on WIS 29 between

Stillson Creek and 330th Street.

The speed limit will be reduced from 70mph to 60mph from Stillson Creek to WIS 27.

The speed limit will be reduced from 65mph to 55mph from WIS 27 to 330th Street.

Highway: WIS 98

Location: City of Loyal, South and Main Streets, Helm Street to Elm Drive

Schedule: April - November 2017

Cost: $5.1 Million

Description: Reconstruction of WIS 98 including water, sanitary sewer, storm sewer, concrete pavement, and decorative street lights.

Traffic impacts:

WIS 98 is closed at the Elm Drive intersection. Main Street is closed from South Street to Elm Drive. Traffic will be detoured via County K, County H, and County Y

Douglas County

Highway: US 2                                                                                                

Location: Belknap Street, City of Superior; Banks Avenue to Hill Avenue  

Schedule: March 16, 2017 to November 14, 2017 and 2018 Construction Season

Cost: $23 Million

Description: US 2 (Belknap Street) will be reconstructed from Banks Avenue to Hill Avenue over two constructions seasons. Work scheduled for 2017 includes the east and west ends of the project from Banks Avenue to John Avenue and Birch Avenue to Hill Avenue respectively. The center section from John Avenue to Birch Avenue will be reconstructed in 2018.

Traffic impacts: Motorists can expect to encounter single lane closures and lane shifts as the project progresses.

Belknap Street will be closed between Tower Avenue and Ogden Avenue starting at 7:00 am Saturday June 3, 2017 due to a leak in the old water main. Repairs are expected to last about half a day and thru traffic on Belknap should be reopened around noon.

Tower Avenue will remain open during the work.

Description: This project includes bridge removal and replacement over Bridge Creek in the city of Augusta.

Traffic impacts: Motorists can expect to encounter shoulder closures and flagging operations.

Highway: US 12

Location: Clairemont Avenue, Eau Claire, WIS 312 to Craig Road

Schedule: May 1 - October 1, 2017

Cost: $3.3 Million

Description:  Work on this project consists of concrete repair, turn lane repair and replacement, curb and gutter, milling, paving asphalt, beam guard, signing, and pavement marking.

Traffic impacts:

Currently the inside lane on US 12 is closed in each direction from Craig Road to Cameron Street. This closure will stay up until June. While the closure is up, the double left turn lanes at Craig Road heading to WB US 12 will remain open and the double left turn lanes at Menomonie Street heading to EB US 12 will be reduced to one lane. 

Night time closures from 8:00 PM to 6:30 AM are scheduled Monday -Friday nights from Craig Road to WIS 312. The speed limit will be reduced to 35 mph while the night time closures are up.  Night closures will only be set when work is being performed.  

The Moholt Drive intersection is scheduled to be closed Friday, June 2 at 8:00 PM until Monday June 5 at 6:30 AM. While the intersection is closed, the passing lane in each direction will also be closed from 8 PM to 6:30 AM. The speed limit on US 12 will be reduced to 35 mph at this time. The intersection will function as right in and right out only. *Rain backup dates are June 9 – June 12.

A switch to Stage 2 is tentatively scheduled for the night of June 5 to the morning of June 6. For stage 2, the far right lane will be closed in each direction from Craig Road to Vine Street. During the day, 2 lanes will remain open. Night time closures will continue during the same 8 PM to 6:30 AM timeframe.

No closures on Cameron Street or Menomonie Street are scheduled June 8 -10 for the Blue Ox Music Festival. 

Jackson County

Highway: WIS 54

Location: Melrose to Black River Falls

Schedule: May 10 – September 30, 2017

Cost: $4.7 Million

Night time closures from 8:00 PM to 6:30 AM are scheduled Monday -Friday nights from Craig Road to WIS 312. The speed limit will be reduced to 35 mph while the night time closures are up.  Night closures will only be set when work is being performed.  

The Folsum Street Intersection is scheduled to be closed Friday, May 19 at 8:00 PM until Monday, May 15 at 6:30 AM. While the intersection is closed, the passing lane in each direction will also be closed from 8 PM to 6:30 AM. The speed limit on US 12 will be reduced to 35 mph at this time. The intersection will function as right in and right out only.

The Menomonie Street Intersection is scheduled to be closed Friday, May 19 at 8:00 PM until Saturday, May 20th at 6:30 AM. While the intersection is closed, the passing lane in each direction will also be closed from 8 PM to 6:30 AM. The speed limit on US 12 will be reduced to 35 mph at this time. The intersection will function as right in and right out only.

The Moholt Dr. intersection is scheduled to be closed Friday June 2 at 8:00 PM until Monday, June 5 at 6:30 AM. 

There will be no work on the project from Friday, May 26 at noon until Tuesday, May 30 at 6:00 AM. During that time, 2 lanes will be open through the entire project. 

Jackson County

Highway: WIS 54

Location: Melrose to Black River Falls

Schedule: May 10 – September 30, 2017

Cost: $4.7 Million

Description: Asphalt overlay of WIS 54 with bridge rehabilitation on two structures including one asphalt overlay and one concrete masonry overlay. Project also includes widening of existing roadway within the Black River Falls City limits to accommodate a two way left turn lane.

Traffic impacts:

Motorists can expect to encounter daily single lane closures utilizing a flagging operation.

The work to be done on the structures will require temporary signals and single lane closures.

During the rehabilitation of Trout Run Creek Bridge, John Deere Road will be closed to access on WIS 54 due to the close proximity to the structure and the temporary signal setup.

Pierce County

Highway: WIS 128

Location: Elmwood, WIS 72 to WIS 29

Schedule: April 10 - July 26, 2017

Cost: $2.5 Million

Description: The project will recondition a 7 mile segment of WIS 128. Work includes replacing and rehabilitating existing culvert pipes, widening shoulders, asphalt resurfacing, replacement and enhancement of existing permanent signs, and new pavement markings.

Traffic impacts:

Motorist can expect to see survey vehicles and inspection vehicles along the shoulders as crews continually look ahead to the next operation.

Detour Route: WIS 29 West to County Highway CC South to County G East to WIS 72 East.

Local traffic will have access to their properties from one side or the other dependent on the individual construction operations in process.

Roadway will be impassable approximately 1.25 miles north of Elmwood to 1.95 miles south of County Highway B, to install large culvert pipe.

St. Croix County

Highway: I-94

Location: WIS 128 interchange east of Baldwin

Schedule: April 3 – November 2017

Cost: $6.4 Million

Description: Build a new bridge west of the existing bridge, reconstruct WIS 128 from 50th Avenue to 56th Avenue including roundabouts at the new interchange ramps, and build a new service road connecting to the north end of the Kwik Trip parking lot.

Traffic impacts:

WIS 128 will be open to through traffic throughout project duration

Expect flagging operations periodically throughout project duration along WIS 128

Expect single lane closures periodically throughout project duration along I-94 in each direction with a speed reduction of 60 MPHWB

Description: This project is replacing the Highland Avenue, 140th Street bridge over top of I-94, with a new bridge.

Traffic impacts:

Highland Avenue, 140th Street, is closed and will remain closed until October 1, 2017.

Full lane closure will occur on westbound I-94 Wednesday night and Thursday night from 11:00 pm to 5:00 am for bridge removal. Traffic will be detoured from Baldwin to Roberts via US 63, US 12 and US 65.

On May 22 there will be an eastbound I-94 single lane closure from 5:00 pm to 11:00 pm.

Highway: WIS 35/64

Location: Stillwater – Somerset, St Croix River to 150th Avenue

Schedule: May to November 2017

Cost: $6.1 million

Description: Realigning WIS 64 to approach St. Croix Crossing

Traffic impacts: Traffic impacts remain the same as through the winter shutdown. WIS 35 and WIS 64 is bi-directional utilizing 2 crossovers. The speed limit remains 55 MPH in this area.

Weekly Northwest Region Construction Update

The Wisconsin Department of Transportation (WisDOT) is providing a weekly update on construction projects in the northwest region, which includes the counties of Ashland, Barron, Bayfield, Buffalo, Burnett, Chippewa, Clark, Douglas, Dunn, Eau Claire, Jackson, Pepin, Pierce, Polk, Rusk, Sawyer, St. Croix, Taylor, Trempealeau and Washburn counties.

Construction related traffic impacts are subject to change and dependent on favorable weather patterns.

Ashland County

Highway: WIS 13

Location: Ashland, Golf Course Rd. to Butterworth Rd.

Schedule: May 15 – October 31, 2017

Cost: $5 Million

Description: This project includes rehabilitation and repair on WIS 13, including asphalt surface repairs and culvert repairs. 

Traffic impacts:

  • Motorists can expect single lane closures with a flagging operation.

Bayfield County

Highway: WIS 13

Location: Superior Avenue to 7th Street, Washburn – Bayfield

Schedule: April 17 – June 30, 2017

Cost: $1.7 Million

Description: This project includes the replacement of 18 culverts throughout a 10 mile stretch of WIS 13. 

Traffic impacts:

  • During construction, culvert replacements will be constructed under traffic with the use of flagging operations and single lane closures. WIS 13 will remain open to two-way traffic during night time and weekend hours.
  • A short term detour will be required to replace deep culverts on WIS 13 between Bayfield County Highway J and 7th Street. The detour will be limited from Monday 6:00 a.m. to Friday noon. Cars will be detoured via County Highway J and County Highway I/ Washington Avenue. Trucks will be detoured via County Highway J. The detour will take place for a maximum of three weeks between early May and mid-June.

Chippewa County

Highway: WIS 124

Location: Bridge Street, Chippewa Falls

Schedule: April – September 2017

Cost: $ 2.3 Million

Description: Improvements include removing deteriorated concrete pavement, resurfacing the Summit Avenue intersection with an asphaltic surface, bridge deck repairs and a polymer overlay. The project will also include improvements to curb and gutter, beam guard, signing and pavement marking. 

Traffic Impact: 

  • Motorists can expect to encounter lane shifts and single lane closures throughout the project. Speeds will be reduced from 35 to 25 MPH.
  • Pedestrian access will be maintained through a sidewalk detour throughout construction. Pedestrians will be directed to utilize River Street, Main Street, and Park Avenue as an alternate route.

Clark County

Highway: WIS 29

Location: Boyd - Abbotsford

Schedule: April to October 2017

Cost: $6.8 million  

Description: Crews will be removing concrete pavement cracking and fatigue locations replacing them with new concrete slabs. Crews will also mill and overlay the eastbound and westbound shoulders on WIS 29 along with replacing bridge wingwalls on three bridges throughout the project limits.

Traffic impacts:

  • Motorists can expect to encounter single lane closures.
  • Speed reductions from 65 MPH to 55 MPH within construction zones.
  • Crews will be working in the inside lane on both west and eastbound lanes.      

Highway: WIS 29

Location: Chippewa Falls – Cadott (Stillson Creek to 320th Street)

Schedule: April to October 2017

Cost: $22 Million

Description: Crews will perform concrete pavement replacement and repair on the existing concrete pavement of WIS 29. After concrete pavement replacement and repair has been completed, they will place HMA & SMA overlays. The interchanges at County X, WIS 27 and County D will also be repaired and resurfaced.

Traffic impacts:

  • Motorists can expect to encounter one lane in each direction on WIS 29 between

Stillson Creek and 330th Street.

  • The speed limit will be reduced from 70mph to 60mph from Stillson Creek to WIS 27.
  • The speed limit will be reduced from 65mph to 55mph from WIS 27 to 330th Street.

Highway: WIS 98

Location: City of Loyal, South and Main Streets, Helm Street to Elm Drive

Schedule: April - November 2017

Cost: $5.1 Million

Description: Reconstruction of WIS 98 including water, sanitary sewer, storm sewer, concrete pavement, and decorative street lights.

Traffic impacts:

  • WIS 98 is closed at the Elm Drive intersection. Main Street is closed from South Street to Elm Drive. Traffic will be detoured via County K, County H, and County Y


Douglas County

Highway: US 2                                                                                                

Location: Belknap Street, City of Superior; Banks Avenue to Hill Avenue  

Schedule: March 16, 2017 to November 14, 2017 and 2018 Construction Season

Cost: $23 Million

Description: US 2 (Belknap Street) will be reconstructed from Banks Avenue to Hill Avenue over two constructions seasons. Work scheduled for 2017 includes the east and west ends of the project from Banks Avenue to John Avenue and Birch Avenue to Hill Avenue respectively. The center section from John Avenue to Birch Avenue will be reconstructed in 2018.

Traffic impacts: Motorists can expect to encounter single lane closures and lane shifts as the project progresses.

  • Belknap Street will be closed between Banks Avenue and Tower Avenue for water main installation over the weekend. Closure will begin at 6 a.m. Saturday, May 13 and run through 7 a.m. Monday, May 15.
  • Belknap will be closed between Ogden and Tower for water main installation from 6:00 am Saturday May 20 to 7:00 am Monday May 22. Tower will remain open.
  • Night patching of Belknap will continue for the next couple of nights. Expect delays.

Schedule: April 5 - September 15, 2017

Cost: $1.2 Million

Description: This project includes bridge removal and replacement over Bridge Creek in the city of Augusta.

Traffic impacts: Motorists can expect to encounter shoulder closures and flagging operations.

Highway: US 12

Location: Clairemont Avenue, Eau Claire, WIS 312 to Craig Road

Schedule: May 1 - October 1, 2017

Cost: $3.3 Million

Description:  Work on this project consists of concrete repair, turn lane repair and replacement, curb and gutter, milling, paving asphalt, beam guard, signing, and pavement marking.

Traffic impacts:

  • Currently the inside lane on US 12 is closed in each direction from Craig Road to Cameron Street. This closure will stay up until June. While the closure is up, the double left turn lanes at Craig Road heading to WB US 12 will remain open and the double left turn lanes at Menomonie Street heading to EB US 12 will be reduced to one lane. 
  • Night time closures from 8:00 PM to 6:30 AM are scheduled Monday -Friday nights from Craig Road to WIS 312. The speed limit will be reduced to 35 mph while the night time closures are up.  Night closures will only be set when work is being performed.
