Kerry Kincaid resigns as Eau Claire City Council President

Eau Claire (WQOW) - The president of the Eau Claire City Council has resigned. 

At the regularly scheduled meeting Tuesday, Eau Claire City Manager Dale Peters said Kerry Kincaid has resigned effective immediately. 

Kincaid was not at the meeting Tuesday.

Eau Claire City Council Vice President Andrew Werthmann will preside over the meetings until there is a replacement. There will be a business item on the next meeting's agenda so the council can determine how it will move forward to fill Kincaid's vacancy.

Through an open records request, News 18 has learned of tensions between Kincaid and other city council members. At least one city council member had requested mediation with Kincaid, but, according to our records, that request was never fulfilled. Tuesday, the council was set to discuss writing a code of conduct for council members. 

“There were some differences with the city council president. As she wrote in her letter, she felt it was her time to step down and let others lead,” said Eau Claire City Council Vice President Andrew Werthmann.

Eau Claire City Attorney Stephen Nick said Werthmann will preside over city council meetings until a more permanent solution can be reached.

"There are statutory options for council to consider to appoint a replacement...and council has done that from time to time in the past when there's been a vacancy on council and then they make a determination of when and how to fill that position," said Nick.

The city council will start that process at their meeting in two weeks.

Kincaid has been the council president since 2009. She was last elected in April 2017 to a three-year term.
